Candles are lit 18 minutes before sunset (40 in Jerusalem, 30 in Haifa); the holiday ends at nightfall, when the sun is 8.5° below the horizon. Every time is local to its city. In Israel, Pesach, Shavuot and Shemini Atzeret are one day shorter. Local custom can differ by a few minutes. Check with your community.
About the holiday
The tenth of Tishrei closes the ten days that began at Rosh Hashanah. From sunset until the stars come out the following evening there is no eating, drinking or work, and most of the day is spent in the synagogue. The day atones for wrongs done to God; wrongs done to people have to be settled with the people themselves. It ends on one long blast of the shofar.
